Rote & Savu Sea Islands
An island south of Timor with a resort bench deeper than its size suggests, plus a second, much thinner island out in the Savu Sea. Nemberala and Bo'a run on ferries, flights, and WhatsApp; Sabu runs on patience. Ndana, Ndao, and Raijua are boat day trips, not destinations of their own.
Straight talk: Some links on this page are affiliate links — if you book through them, Secrets of Surf Travel earns a small commission at no extra cost to you. We only link places and people we'd use ourselves, and coverage is never for sale. Those commissions are what keep this site running and fund the next trip.
Vrbo, Booking.com, and Agoda search links are live for Nemberala/Rote Barat and Bo'a. Sabu has none — none of the three platforms index it. Every vendor link below is still a plain courtesy link. As more partnerships come online, more links may earn us a commission; the promise above holds either way.
Getting There
Fly Into Kupang — El Tari Airport (KOE)
Kupang, on Timor, is the mainland jump-off point for both Rote and Sabu. El Tari is Kupang's domestic airport, reached with connections from Bali or Jakarta — standard Indonesian domestic travel infrastructure. Nothing about Rote or Sabu is reachable without routing through Kupang first.
Kupang → Rote — Express Bahari Fast Ferry
Terminal Helong, Kupang, to Ba'a, Rote. Daily departure at 9am, about 2 hours, Rp165,000 economy or Rp230,000 VIP, plus a Rp30,000 surfboard fee. The fastest boat option. expressbahari.com
Kupang → Rote — ASDP Slow Ferry
The KMP Cakalang II runs from Bolok/Pantai Baru to Ba'a, continuing on to Ndao. Two departures daily, about 4 hours, roughly Rp66,000 — and surfboards ride free. The budget and board-friendly option if you're not in a hurry.
Kupang → Rote — By Air
Wings Air flies Kupang (KOE) to Rote (RTI) daily, about 30 minutes, roughly Rp1,045,000 — but the surfboard fee is steep: Rp1,000,000 per board, cash, max 200cm. Susi Air flies the same route Monday, Wednesday, and Friday with a weight-based board fee, but caps boards at 6 feet. Weigh the fast-ferry board fee against either of these before booking a flight with boards.
Kupang → Sabu
A real commitment: the Kupang → Seba ferry (Seba is Sabu's main port) runs 8 to 12 hours depending on conditions. Sabu has two harbors — Seba for ferries and speedboats, East Sabu for Pelni. Susi Air also runs a Kupang–Sabu charter route, but only seasonally, June through July.

Ground Transport
- Boards travel separately if you let them. Rote Transport runs a dedicated surfboard cargo-shipping service between Kupang and Rote — same-day for Rp900,000 plus Rp50,000 per board, next-day for Rp850,000 plus Rp150,000 per board. Genuinely useful if you're flying with a quiver and don't want to fight an airline's per-board fee. info@rotetransport.com, surfboards@rotetransport.com, WhatsApp +62 813-3864-8034, rotetransport.com.
- Rote Transport also handles the basics: flight and ferry booking assistance, plus car and motorbike rental.
- Rote Guide is a local directory/booking broker covering accommodation, drivers, motorbike rental, and airport transfers — roteguide.com. Motorbike rental runs through a named driver/fixer contact, "Jhio," by WhatsApp — this is broker-mediated, not a direct individual line.
- Most resorts run their own boat transfers. Several of the Nemberala properties below include complimentary or included boat trips to the surrounding breaks for guests — check what's bundled before arranging your own.
- On Sabu, Elsa Homestay rents scooters directly to guests — the closest thing to an organized rental scene on the island.
When to Go & What to Pack
- Season: the research doesn't give a formal seasonal breakdown for this zone, but it's telling that Boa Beach Villa Surf ("Bo'a Vida") operates seasonally March through November — a real operator's own booking window is a solid proxy for the working part of the year here. Eastern Indonesia's dry season generally runs through those same months, which lines up.
- Water and air: boardshorts-and-rashguard territory year-round — this is tropical eastern Indonesia. No wetsuit needed.
- Cash: book by WhatsApp, pay some fees in cash — Wings Air's per-board surfboard fee is explicitly cash-only. Carry rupiah in workable denominations, especially for Sabu and the smaller homestays.
- Pack: reef-safe sunscreen, a dry bag for ferry crossings and boat transfers, sandals for wet dock landings, and a padded board bag if you're not using Rote Transport's cargo-shipping service.
Good to Know
Calm, practical, and in order of importance:
- Ndana, Ndao, and Raijua are day trips, not destinations. None of the three has any lodging or named tourism business — they're boat day trips arranged through resorts and charters based in Nemberala or Bo'a. Ndao is about 45 minutes by boat from Nemberala; Ndana is about 30 minutes. Raijua has surf breaks referenced in surf-guide content and falls under Sabu Raijua Regency governance, but has no independently found tourism infrastructure of its own.
- Everything runs on WhatsApp. Nearly every resort, dive shop, and transport operator on this page books by WhatsApp message rather than an online system — get numbers early and expect that channel to be the fastest way to confirm anything.
- Surfboard fees vary enormously by transport mode. Rp30,000 on the fast ferry, free on the slow ferry, versus up to Rp1,000,000 cash per board flying Wings Air. Factor this into how you get boards to Rote.
- Sabu is genuinely thinner than Rote. Treat it as a day-trip or basic-homestay destination, not a built-out resort scene — Hotel Rai Hawu is literally the only ranked B&B on the island per TripAdvisor.
- A handful of Nemberala lodgings are aggregator-only. Some properties turn up on Agoda, Booking.com, or Trip.com with no independent operator website or direct contact found — they're flagged separately below rather than mixed into the confirmed list.
Respecting the Locals
This zone runs on small island economies, not big infrastructure — from Rote's resort cluster down to Sabu's single ranked B&B, and from Ndana, Ndao, and Raijua, which have no lodging of their own and exist only as day trips arranged through someone else's boat. Nearly everything here books over WhatsApp with an actual person on the other end, not a call center, which says something about how personal this place still is. Sabu especially deserves patience rather than expectation — it's genuine, not built out, and that's worth respecting rather than rushing.
- Locals get first priority, always. Watch a session before you paddle out. Learn who's who before you learn the wave. Sit inside and catch what they let through — the leftovers are yours, not the set waves.
- Don't backpaddle. Ever. Being in position doesn't make the next wave yours, especially if you didn't wait your turn. If a local wants a wave, let them have it…even if it IS your turn. That older guy who may not be the best surfer out there has probably been surfing that wave before you even sat on a board. If you don't know someone, assume they're local.
- Don't snake. This shouldn't even need to be said, but…dropping in on someone, local or not, is the ultimate disrespect and the fastest way to be sent out of the water. Don't be that guy!
- Say hi. A “howzit,” “whatsup,” or “nice wave,” eye contact, or a nod in the channel — it costs nothing and it's the fastest way from stranger to welcome.
- This is somebody's home, not a resort amenity. The break you're surfing is where a local kid learned to swim, where someone's uncle has surfed for forty years. Act like a guest because you are one.
- Spend where it actually helps. The food truck, the local shaper, the family-run rental, the local photographer — that's where a surf trip's money should land, not just the chain hotel gift shop. See The No-Reveal Code for why that's the whole premise of this site.
- Leave it better than you found it. Pick up trash that isn't yours. Don't touch reef, wildlife, or cultural sites.
Locals have watched hundreds, if not thousands, of people come and go — some for days, some for months or years — and almost all of them eventually go home. The locals are still there. It takes many, many years to actually become one. Keep that in mind the next time you feel entitled to the same waves they get.
None of this is a secret handshake. It's just how you'd want a guest to act in your own backyard.
Nemberala / Rote Barat
The main surf hub of the zone and where almost everything lives: the resort cluster, the dive shop, the food, and the surfboard-cargo logistics operator. Ndana and Ndao are both day-tripped from resorts based here. Bo'a, just down the coast, is really an extension of this same stretch rather than a separate town — see its own section below.

Boat Charters — Ultra-Luxury Outliers
- Kudanil ExplorerRegional charter A 50-meter superyacht for up to 16 guests, from roughly 25,000 USD a night. Not a typical traveling-surfer option — an ultra-luxury outlier.
- Sri Noa NoaBenoa-based, regional charter A 46-foot phinisi for up to 5 guests, based out of Benoa, Bali.
Flag this clearly: both boats are booked exclusively through international yacht brokers — Perfect Wave Travel, Tropicsurf, Indo Yachts, EYOS Expeditions, Pelorus Yachting — with no independent Rote-based contact. No smaller, local, independent day-boat operators were found beyond the boat trips resorts already run for their own guests.
Bo'a
Bo'a is really an extension of the same Rote Barat coast as Nemberala, a short stretch further along, rather than a separate town with its own service center. It's home to the zone's single biggest luxury development and one boutique villa operation. Ndana and the surrounding reef breaks are both reachable from resorts based along this stretch.

Sabu
A separate island out in the Savu Sea, reached by an 8–12 hour Kupang ferry or a seasonal charter flight. Real tourism infrastructure exists here, but it's day-trip and basic-homestay level — not a built-out resort scene like Rote. Present it honestly: thin, but genuine.
Stays

Honest flag: Hotel Rai Hawu and Citra Homestay above are sourced from aggregators and traveler reviews only — neither has a confirmed direct website, phone, or email, and Citra Homestay's very existence on Sabu (versus a same-named property on Timor) is unconfirmed. Elsa Homestay has a real Facebook page but still no direct phone. Treat contact details as unconfirmed until verified, and expect to book on arrival or through a Kupang contact.

Local Secrets
Nine things about this zone that most visitors never piece together — the stuff worth knowing before you land.
- NIHI Rote's Sister Property Bo'a Beach · opened April 2026
Twenty-one villas, each with a private plunge pool — NIHI Rote is the sister property to the well-known NIHI Sumba, and the single biggest luxury development anywhere in the zone.
- Ship Your Boards, Don't Carry Them Rote Transport, Kupang ↔ Rote
A dedicated surfboard cargo-shipping service will move your quiver between Kupang and Rote for a flat per-board fee — same-day or next-day. Worth comparing against airline board fees, which run far higher.
- Surfboard Fees Swing Wildly by Transport Mode Kupang ↔ Rote
Rp30,000 on the fast ferry. Free on the slow ferry. Up to Rp1,000,000 cash per board flying Wings Air. How you move your boards is one of the biggest cost decisions of the trip.
- The Kudanil Explorer Regional charter, from $25,000+/night
A 50-meter superyacht for up to 16 guests, booked only through international yacht brokers. An ultra-luxury outlier that exists in this zone's waters — not a typical traveler's option, but worth knowing it's out there.
- Complimentary Boat Trips, Bundled In Several Nemberala resorts
Rote Surf Resort includes a complimentary daily boat trip covering a cluster of reef breaks up and down the coast for guests; 81 Palms runs a free water taxi to the same well-known nearby break cluster. Check what's already bundled before arranging your own boat.
- Ndana, Ndao & Raijua — Day Trips Only Reached from Nemberala or Bo'a
Zero lodging, zero named tourism businesses on any of the three. Ndao is about 45 minutes by boat from Nemberala, Ndana about 30 minutes — both arranged through Rote-based resorts and charters.
- Belar Reef's Real-Time Logistics Help Nemberala
This bungalow operation actively tracks and helps guests navigate ferry and flight schedule changes — small detail, real value in a zone where transport timing shifts often.
- Sabu's One Ranked B&B Sabu Island
Hotel Rai Hawu is literally the only ranked B&B or inn on the entire island per TripAdvisor — a fair measure of just how thin Sabu's lodging scene is compared to Rote.
- Everything Runs on WhatsApp Zone-wide
Nearly every resort, dive shop, and transport operator here books by WhatsApp message rather than an online system. Collect numbers early — it's the fastest way to confirm anything.
Questions People Actually Ask.
How do I get from Kupang to Rote?
Three real options. The Express Bahari fast ferry runs daily at 9am from Terminal Helong in Kupang to Ba'a, Rote — about 2 hours, Rp165,000 economy or Rp230,000 VIP, plus a Rp30,000 surfboard fee. The ASDP slow ferry (KMP Cakalang II) runs from Bolok/Pantai Baru to Ba'a twice daily, about 4 hours, around Rp66,000, with free surfboard carriage — the budget and board-friendly option. Or fly: Wings Air runs Kupang (KOE) to Rote (RTI) daily in about 30 minutes for roughly Rp1,045,000, but charges a steep Rp1,000,000-per-board cash surfboard fee; Susi Air flies the same route Monday, Wednesday, and Friday with a lighter weight-based board fee but a 6-foot board-length cap.
Is Sabu Island worth a stop?
Go in with the right expectations. Sabu's surf-travel infrastructure is real but thin — day-trip and basic-homestay level, not a built-out resort scene like Rote. The best-known lodging, Hotel Rai Hawu, is literally the only ranked B&B on the island per TripAdvisor; Elsa Homestay and Citra Homestay are the other named options, both sourced from traveler reviews rather than direct contact info. Getting there is its own commitment — the Kupang–Seba ferry runs 8 to 12 hours depending on conditions, and Susi Air's Kupang–Sabu charter route only operates seasonally, June through July. Worth it for the genuinely off-the-map feel; not a place to show up without a flexible schedule.
What's the story with the Kudanil Explorer and Sri Noa Noa boat charters?
They're real, and they're ultra-luxury outliers, not a normal traveling-surfer booking category. The Kudanil Explorer is a 50-meter superyacht for up to 16 guests, starting around 25,000 USD a night. The Sri Noa Noa is a 46-foot phinisi for up to 5 guests, based in Benoa, Bali. Both are booked through international yacht brokers — Perfect Wave Travel, Tropicsurf, Indo Yachts, EYOS Expeditions, Pelorus Yachting — with no independent Rote-based contact. For everyone else, the resorts around Nemberala and Bo'a run their own boat trips to the surrounding breaks and outer islands, and that's the realistic path.
How do I get my surfboards to Rote without hauling them myself?
Rote Transport runs a dedicated surfboard cargo-shipping service between Kupang and Rote — same-day delivery for Rp900,000 plus Rp50,000 per board, or next-day for Rp850,000 plus Rp150,000 per board. They also handle flight and ferry booking assistance and car or motorbike rental. Contact info@rotetransport.com, surfboards@rotetransport.com, or WhatsApp +62 813-3864-8034. Worth comparing against just carrying boards on the ferry, where the surfboard fee is far cheaper than the per-board flight fees.
Can I day-trip to Ndana, Ndao, or Raijua?
Yes, but only as day trips arranged through Rote-based resorts and charters — there is no lodging or named tourism business on any of the three. Ndao is about 45 minutes by boat from Nemberala; Ndana is about 30 minutes. Raijua has surf breaks referenced in surf-guide content and falls under Sabu Raijua Regency governance, but has no independently found tourism infrastructure. Ask your resort in Nemberala or Bo'a about arranging a boat out.
What is NIHI Rote, and is it related to NIHI Sumba?
Yes — NIHI Rote, on Bo'a Beach, opened in April 2026 as the sister property to the well-known NIHI Sumba. It has 21 villas, each with a private plunge pool. It's the standout luxury anchor for the Bo'a stretch of coast, which is really an extension of the same Rote Barat coastline as Nemberala rather than a separate town.
